State of Pakistani Digital Creators 2026

Pakistan's freelance economy just posted its biggest year ever: $1.76 billion in export earnings, up 78% in twelve months. Behind that headline, a quieter shift is underway. Pakistani creators are starting to sell digital products directly to buyers at home, in rupees, through mobile wallets, instead of billing foreign clients by the hour. This report puts real numbers on both stories: the national freelance boom from State Bank data, and the emerging domestic creator market from Waqaram's own platform data.

The national picture: freelancing goes mainstream

State Bank of Pakistan data for FY2025-26 shows freelance export receipts of $1.76 billion, up from $984 million the year before. IT freelancers contributed $1.16 billion (up 49%), while non-IT work, writing, design, marketing, translation, virtual assistance, nearly tripled to $592 million (up 188%). The Pakistan Freelancers Association estimates close to 3 million full-time and part-time freelancers, ranking Pakistan among the world's largest freelance workforces.

Total IT exports hit a record $4.6 billion, with freelancers accounting for roughly one in every four dollars. The government extended preferential tax treatment for IT workers and freelancers for three more years in the FY27 budget, signaling that this is now treated as a strategic export sector, not a side hustle.

The domestic creator market: what sells on Waqaram

National freelance data tracks exports, dollars earned from foreign clients. But a parallel market is forming inside Pakistan: creators selling digital products directly to Pakistani buyers in PKR. Waqaram's platform data offers an early window into what that market looks like.

Digital Books dominate early sales: 28 of 42 completed orders, generating PKR 13,742 of PKR 16,312 in total product revenue. Ebooks, exam-prep notes and Urdu novels lead because they cost almost nothing to produce and price accessibly. With 1,470 approved sellers and 1,706 active products on the platform, supply is building. Only 24 sellers have made a sale so far, which tells you the market is early: plenty of creators, not yet plenty of buyers.

Pakistani buyers convert best in the PKR 499 to 999 band. Premium pricing above PKR 5,000 exists but barely moves: 31 listings, minimal sales. The lesson for creators is blunt. Price for volume, not prestige. A PKR 499 ebook that sells 100 copies a month beats a PKR 4,999 course that sells two.

Payments: wallets won, cards lost

JazzCash reports over 40 million active wallets. Easypaisa reports over 30 million. Credit card penetration in Pakistan stays below 5%, and the e-commerce market has crossed $6 billion. The math is simple: if your checkout does not accept mobile wallets, you are invisible to most Pakistani buyers.

Raast, the national instant-payment rail, processed 742 million transactions in Q3 FY26, nearly double the year before, according to State Bank data. Global payment companies are noticing: EBANX added Pakistan to its 2026 roadmap specifically citing JazzCash, Easypaisa and Raast. For creators, this means the payment infrastructure for a domestic digital-products economy now exists. What is missing is buyer awareness and creator distribution.

What this means for creators

Three takeaways. First, the export freelance market is proven and growing at 78% a year, but it is competitive and dollar-denominated. Second, the domestic digital-products market is tiny today (PKR 16,312 in tracked sales on one platform) but the rails are in place: 70 million wallets, instant Raast transfers, PKR pricing. Third, the creators who win domestically will be the ones who already have an audience. Ebooks sell when the author has readers. Templates sell when the designer has followers. Build the audience first, then the product.

What changed since 2025

The headline is the 78% jump in freelance export earnings, but the composition matters more than the total. Non-IT services, writing, design, marketing, translation, virtual assistance, nearly tripled to $592 million (up 188%), while IT grew 49% to $1.16 billion. In other words, the fastest growth is no longer in code. It is in the exact skills that convert cleanly into digital products: a designer selling client work today can sell template packs tomorrow.

On payments, Raast nearly doubled to 742 million quarterly transactions. A national instant-transfer rail at that scale changes what "pay me" can mean: bank-to-bank in seconds, no wallet app required. For creators, the practical takeaway is that every serious checkout in Pakistan now needs three options, wallets, Raast, and cards, in that order of buyer preference.

Reading the domestic numbers honestly

Waqaram's tracked data, 42 completed orders and PKR 16,312 in product revenue, is small in absolute terms. That is the point. It captures a market at the very start of its curve: 1,470 approved sellers and 1,706 active products, but only 24 sellers with a sale. Supply arrived first. Demand is the open question, and the creators who answer it will be the ones who bring their own audiences.

The category split is instructive even at small scale. Digital Books took 67% of sales because ebooks and exam notes are the cheapest products to create and the easiest to price under PKR 1,000, where 80% of listings sit. Expect design assets and courses to climb as creator tooling improves, but ebooks will likely lead for a while: they match both the production capacity of new creators and the price expectations of Pakistani buyers.

What this means for creators

If you are a freelancer

Your skills are appreciating: non-IT exports up 188% means demand for writing, design and marketing is outpacing supply. Productize your most repeated deliverable, a proposal template, a design pack, a checklist, and sell it alongside your services. It is the same work, sold twice.

If you are starting from zero

Start with Digital Books or exam-prep content. Production cost is near zero, the PKR 299-999 band converts, and every sale teaches you what your audience wants next. Price for volume, collect reviews, then expand into higher-priced categories.

If you have an audience

You are holding the scarcest asset in this market. Creators with TikTok, Instagram or YouTube followings convert followers to buyers at rates no marketplace discovery can match. Launch one product to your existing audience before spending on anything else.

If you sell to Pakistanis

Checkout is your conversion lever. Wallets first, Raast second, cards third, all in PKR. Every friction point you remove at payment is worth more than any marketing tweak upstream.

2027 watchlist: four signals

  1. Non-IT vs IT export growth. If writing, design and marketing keep outpacing code, the creator-product economy has a larger talent base to draw on than anyone assumed.
  2. Raast volumes. Another doubling would make instant bank transfer as casual as wallets, reshaping checkout design across Pakistani e-commerce.
  3. Domestic sales inflection. Watch whether platform sales break from dozens to hundreds of monthly orders. That is the moment the domestic market becomes real.
  4. Freelancer tax treatment. The extended preferential regime runs through the FY27 budget cycle. Its renewal, or removal, directly affects freelancer take-home and the appeal of formal registration.

Frequently asked questions

How big is Pakistan's creator economy in 2026?

Pakistan's freelance sector earned a record $1.76 billion in FY2025-26, up 78% year on year, according to State Bank of Pakistan data. Around 3 million Pakistanis now freelance full-time or part-time, making it the world's fourth-largest freelance workforce. The domestic digital-products market, where creators sell ebooks, courses, templates and presets directly to buyers, is smaller but growing fast as local payment rails like JazzCash, Easypaisa and Raast make PKR transactions frictionless.

What do Pakistani digital creators sell most?

On Waqaram, Digital Books dominate: 28 of 42 completed sales (67%) in our tracked data, generating PKR 13,742. Ebooks, exam-prep notes and Urdu novels lead because they are cheap to produce and price. Design assets, presets and online courses are the next growth categories. Nationally, IT services ($1.16B in freelance exports) and non-IT services like writing, design and marketing ($592M, up 188%) are the biggest earners.

How much can a Pakistani creator earn selling digital products?

It varies widely. On Waqaram, the average product price is PKR 1,453, with 80% of listings priced under PKR 1,000. Top sellers in ebooks and courses earn from volume: a PKR 499 ebook selling 100 copies a month is PKR 49,900 in monthly revenue. Nationally, the average Pakistani freelancer now earns about $53 per month in export receipts, up from $12 in 2021, though top performers earn far more.

How do Pakistani buyers pay for digital products?

Mobile wallets dominate. JazzCash has over 40 million active wallets and Easypaisa over 30 million, and credit card penetration in Pakistan stays below 5%. On Waqaram, buyers pay via JazzCash, Easypaisa, Raast or local cards through PayFast, all in PKR. Sellers receive payouts directly to their JazzCash, Easypaisa, Raast or bank accounts.

Is selling digital products in Pakistan profitable in 2026?

The economics are strong: zero inventory cost, no shipping, instant delivery, and commissions around 9% versus 30%+ on global platforms after currency conversion. The challenge is distribution, not margins. Creators who build an audience on TikTok, Instagram or YouTube and sell to it directly see the best results. Waqaram's 1,470 approved sellers and 1,706 active products show the supply side is forming; buyer demand is the current bottleneck across the market.

Where does this report's data come from?

Two sources. National figures (freelance earnings, wallet counts, Raast volumes) come from State Bank of Pakistan FY2025-26 data as reported by TechJuice, Outsource Accelerator and PAFLA, plus industry reports from 2026. Platform figures (sales, prices, categories) come from Waqaram's own live database, pulled on 9 October 2026 and covering all completed orders to date. See the methodology note at the bottom of this page.

What changed most versus 2025?

Three things. First, non-IT freelance exports nearly tripled (up 188%), which means writing, design and marketing now matter almost as much as code. Second, Raast transaction volume nearly doubled, so instant bank transfers are now a mainstream payment option. Third, the domestic digital-products market went from effectively zero tracked sales to a measurable, if small, base of 42 completed orders on one platform.

What should a new creator do with this data?

Start where the data points: Digital Books and exam-prep content convert first because they are cheap to make and price. Price under PKR 1,000 where 80% of listings sit. Accept that your first sales will come from your own audience, not marketplace discovery, so build on TikTok, Instagram or YouTube in parallel. And register on a platform with PKR payouts before you need them, so the money has somewhere to go.

What should I watch in 2027?

Four signals. Whether non-IT freelance exports keep outpacing IT. Whether Raast volumes keep doubling, which would make bank transfer as convenient as wallets. Whether Waqaram-style domestic sales break past the early-adopter phase into real volume. And whether the government's extended freelancer tax treatment survives the next budget cycle.
